Questions homeowners ask
Who administers Connecticut’s RRES program?
PURA identifies Eversource and United Illuminating as administrators. Confirm the distribution utility for your address before applying.

Can an older RRES rate illustration establish a new project’s terms?
No. PURA identifies updated rates and application fees for 2026 enrollment. Obtain the applicable program documents and project-specific confirmation.

How does UI describe Buy-All energy flow?
UI says all system output goes to the grid, while household electricity is purchased from UI.

How does UI describe Netting energy flow?
UI describes supplying the home first and exporting excess electricity, with net credits recorded in dollars.

Are renewable energy certificates retained automatically?
No. UI says participation assigns RECs to UI. Distinguish energy compensation from ownership of environmental attributes.

Is an energy assessment part of UI’s listed eligibility?
Yes. UI lists a completed or scheduled HES, HES-IE or other qualifying assessment among its eligibility conditions.

Which line can be missed in a 2026 Netting comparison?
UI’s 2026 table separately lists a solar production charge or solar energy adjustment. Ask how it applies to your project.

Does a submitted application authorize energizing the system?
No. UI describes inspection, testing and a subsequent approval letter. Retain the actual authorization rather than an application receipt.

How should I compare the two elections in a proposal?
Ask for complete calculations for the same design and period. Label measured household use, modeled production, tariff assumptions, payments, financing and exclusions. Keep the selection document with the calculation version and unresolved questions. An advertised first-year result is not a guarantee or a complete comparison of future obligations.
What if the bill and application describe different program choices?
Record the exact wording and dates, then ask the actual program administrator to reconcile them against the accepted enrollment documents. Retain the response and corrected record if issued. Do not silently relabel the bill, infer approval from an installer’s recollection or assume a discrepancy cancels your contract.
Your decision checklist
- Confirm your actual distribution utility.
- Identify the project’s enrollment year and applicable documents.
- Request comparable Buy-All and Netting calculations.
- Separate energy compensation from REC ownership.
- Ask about production adjustments, fees and remaining charges.
- Confirm all project-specific eligibility conditions.
- Retain the chosen election and approved configuration.
- Keep application, inspection and operating authorization records separate.

Keep the tariff election with its complete calculation
| Record | What to retain |
|---|---|
| Program identity | Distribution utility, enrollment year and document revision |
| Energy assumptions | Household-use period, modeled production and calculation source |
| Selected election | Actual application choice and accepted enrollment record |
| Complete amounts | Compensation, adjustments, remaining utility charges and financing |
| Environmental attributes | REC assignment and any separately stated claim |
| Approval milestones | Inspection, test results, actual operating notice and configuration |
Example: a proposal uses a favorable compensation figure from an earlier year. Request the current enrollment documents and a corrected calculation; an old screenshot does not establish the new project’s accepted terms.
Example: a spreadsheet shows only positive credits while leaving another applicable line blank. Ask the preparer to identify the missing amount, its basis and whether the final result includes it. A blank entry is unresolved, not evidence of zero cost.
Example: two calculations use different household consumption periods. Align the periods and document any changed assumptions before comparing their results. This worksheet does not choose an election for you or forecast guaranteed returns.
