Which City application phase applies in October 2026?

The administrator lists Phase 1 from October 1, 2026 through March 31, 2027. Its table identifies City homeowners who participated in HEART or have household income below 80% of area median income. Read all additional requirements before applying.

Is the later City phase open now?

No. The posted Phase 2 window is April 1 through June 30, 2027, with separate income and neighborhood criteria. Applying in the wrong phase leads to cancellation and reapplication.

Does my postal address prove eligibility?

Does an incentive listing mean my installation is free?

Do not budget on that assumption. Request the actual approved assistance amount, the remaining project cost and the payment conditions in writing. Ask which costs are excluded, whether roof or electrical work changes the quote, who receives payment and what happens if approval or funding is unavailable. Treat an advertisement as an invitation to investigate, not an award letter.

Can a new 2026 installation claim the homeowner 30% federal credit?

The IRS says the Residential Clean Energy Credit is unavailable for property placed in service after December 31, 2025. An unused credit from an earlier eligible installation is a separate carryforward question. Do not include a new-installation credit in a 2026 budget solely because an older utility page or sales sheet still describes it; verify your facts with the IRS and a qualified tax adviser.
