Does this apply to every Sacramento-area home?

No. Verify the parcel’s building authority and actual electric utility first. This guide covers City of Sacramento residential permitting and SMUD processes where SMUD serves the property. A mailing city does not establish jurisdiction, and a regional installer’s coverage does not identify your utility.

Who can use the City’s SolarAPP+ route?

Does SolarAPP+ approval itself give me a City permit?

The City requires a separate Public Permit Portal application using the approval ID. Upload the approval documents, City solar application, SMUD interconnection letter and construction plans. SolarAPP+ and City fees are separate; retain the issued permit and Record Number.

What if the design does not use SolarAPP+?

The City offers standard plan review through its Residential Solar application. Submit the City solar form, SMUD letter, construction plans and equipment specifications; retain the planning reference and subsequent permit. Ask the applicant to confirm the appropriate route.

What inspection arrangements should I confirm?

The City’s notice requires virtual inspections for residential Solar/PV web permits starting January 12, 2026. Confirm the applicable booking and preparation instructions for your permit. The City also requires the permit and approved plans onsite; retain the inspection result and any corrections.

What happens in SMUD’s interconnection process?

SMUD lists application with design records and fee, initial review, approval notification, installation with local permits and inspections, applicable inverter-setting evidence, meter installation, PTO and billing setup. Keep the application approval separate from permission to operate; ask the applicant which stage is outstanding.

Is there a separate SMUD connection fee?

SMUD describes a one-time interconnection fee for new solar, solar with storage and storage-only systems. Ask for the current applicable amount and who pays it in your contract; do not assume City permit fees include it.

What if my contractor changes midway through the project?

SMUD says its interconnection team can help transfer an application to a replacement contractor and explain next steps. Keep the existing project reference and contact SMUD through its official channels rather than creating a duplicate application without guidance.

Does California’s general net-metering guidance determine my SMUD rate?

SMUD states that its Board sets its rates and it is not governed by the CPUC. Its Solar and Storage Rate applies to customers approved for solar or storage on or after March 1, 2022. Ask SMUD to confirm your actual enrollment and any existing-system transition conditions.

What export compensation should a new proposal use?

As reviewed October 6, 2026, SMUD publishes 9.6 cents per kWh for excess electricity under SSR, effective June 1, 2026, regardless of time or season. Confirm the current tariff before signing. This export rate is not the same as your complete retail bill or a savings guarantee.

Example: the contractor provides a SolarAPP+ approval, but the homeowner has no City permit number. Ask for the separate City application and issued permit record. Keep the automated design result without treating it as evidence that every local and utility milestone is complete.

Example: a proposal values every exported kWh at the household’s retail purchase price. Ask the seller to identify the actual SMUD tariff and recalculate the stated scenario using the applicable export treatment. A lower export value does not by itself decide whether solar is worthwhile; usage, costs and the full bill still matter.
