DC Solar SRECs: Certification and Ownership Records

Separate solar credit certification, ownership contracts, generation evidence and utility bill assumptions before counting projected SREC income as guaranteed.

Make the decision with evidence

  2. 02Verify the assumptions
  3. 03Keep the records

Questions homeowners ask

Is a DC SREC the same thing as an exported-energy bill credit?

DOEE describes SRECs as market instruments representing non-power attributes of solar generation, issued per megawatt-hour. It discusses net metering separately. Keep the two benefits and their evidence in separate columns.

Does a quoted SREC price guarantee future income?

No. DOEE says SREC values fluctuate with supply and demand. Treat a quoted price as an assumption for an identified period, not a guaranteed payment over your system’s life.

Does an installed system automatically have DC RPS certification?

The DCPSC FAQ says eligible renewable generators must complete the Commission’s certification application; approved generators receive a unique certification number. Ask for the actual decision rather than treating installation as certification.

Where can I follow an RPS application?

DCPSC describes an online application dashboard with status tracking through approval, denial or withdrawal. Its RPS portal is reached through the program landing page or eDocket; registered eDocket users can use it.

Which drawing requirement should I check before submitting?

The current DCPSC RPS page says as-built construction drawings must accompany solar-system applications. Confirm the applicable instructions and accepted documents for your actual system before submitting.

Can an old out-of-District certification prove current SREC eligibility?

Do not assume it can. The DCPSC portal carries a January 1, 2025 decertification notice affecting certain older systems outside the District or a distribution feeder serving it. Ask the Commission about the actual facility and decision.

Should I identify my electricity supplier separately from Pepco delivery?

Yes. DCPSC distinguishes delivery charges from supply, including generation and transmission. Customers who have not selected a third-party supplier receive Pepco Standard Offer Service. Preserve the actual supply agreement and bill sections when comparing a solar proposal.

Who will own and sell the credits under my proposal?

Ask the seller to identify the signed clause assigning credit rights, the party responsible for reporting generation, any broker or service fees, payment timing and transfer conditions. Equipment ownership alone is not enough evidence to resolve those questions. Obtain advice about ambiguous terms before signing.

What should I request when buying a house with an existing DC solar system?

Request the current certification decision, generation reporting records and all agreements affecting credit rights. Ask the transaction professionals to reconcile the seller’s statements with the documents and any required transfers. Do not treat a listing’s income figure as proof that payments or credit rights transfer to you.

Can Solar Survey AI certify my DC SRECs or promise a credit sale?

No. Contact our team about available homeowner survey or inspection scope, qualifications, conflicts and limits. Defined site evidence can support technical questions; the Commission and actual agreements govern certification and rights. We do not guarantee credit eligibility, prices, payments or savings. Monitoring connections and planned remote diagnosis remain coming soon.

Your decision checklist

  • Separate export-bill credits from environmental credit income.
  • Keep the actual certification decision and facility identity.
  • Check current notices and drawing instructions with DCPSC.
  • Read credit ownership, reporting, fee and transfer clauses.
  • Preserve generation records independently of a seller projection.
  • Identify the electricity supplier and bill period.
  • Have unresolved contract or transaction questions reviewed before relying on income.

Make each projected benefit traceable to a record

Original private benefit-record worksheet; not a credit valuation, registration or transfer document.
Separate itemRecord to request
Facility certificationActual decision, certification number and current status
Credit rightsSigned assignment and any transfer conditions
Reporting responsibilityNamed responsible party, reporting records and unresolved access questions
Income assumptionDated price basis, fees, period and payment conditions
Utility bill benefitActual supplier, bill sections and applicable credit arrangement
Unresolved discrepancyNamed adviser or provider, written question and response

Example: a proposal subtracts projected credit income from the purchase price but does not identify who retains the credit rights. Keep the projection and request the assignment clause and payment assumptions before treating that subtraction as money you will receive.

Example: a home listing shows past solar income, while the buyer receives a separate agreement about credit sales. Preserve both and ask the transaction team to resolve rights, fees and any required transfer. A prior payment is evidence of that payment, not a promise of the buyer’s future income.
