Short answer

Jersey City issues solar permits through its Division of the Construction Code Official under the statewide UCC, but a Zoning Review Application comes first, and properties in its five historic districts also need Historic Preservation sign-off. PSE&G serves the whole city, and surveys should account for flood-prone waterfront blocks, 19th-century brownstones and the roof slope that decides whether pathway rules apply.

2023NEC 2023National Electrical Code · effective Aug 17, 2026. The electrical subcode of the statewide Uniform Construction Code (N.J.A.C. 5:23) adopts NFPA 70, the 2023 NEC, as of August 17, 2026, replacing the 2020 NEC. DCA noted a six-month grace period after adoption, and work under permits issued before that date can generally continue under the prior edition, so confirm which edition a pending job falls under.1,2,3,4
2024IRC 2024The one- and two-family dwelling subcode is the 2024 IRC, New Jersey edition, adopted statewide August 17, 2026. In the 2024 IRC the solar section moves from R324 to R329, per DCA.1,2,5
2024IBC 2024The building subcode for other buildings is the 2024 IBC, New Jersey edition, adopted statewide on the same date along with the 2024 IECC for low-rise homes.1,2
2018IFC 2018The separate Uniform Fire Code (N.J.A.C. 5:70), which governs existing buildings, is based on the 2018 IFC, New Jersey edition, per a 2026 comment in the UCC adoption record. It deletes the IFC's PV pathway sections for R-3 homes because those are handled under the UCC.2,6
Rooftop fire access. For one- and two-family homes, DCA guidance on the IRC calls for at least two 36-inch pathways on separate roof planes, one on the street or driveway side, and ridge setbacks of 18 inches (36 inches if the array covers more than 33% of the plan-view roof). Roofs sloped 2:12 or less, detached non-habitable structures, and sites where the code official rules out rooftop operations are exempt. DCA has said pathway review sits with the fire protection subcode, with a 2024 proposal to move it to electrical, so confirm with the local office.7,5,6

Climate and site factors

Zoning first

The city requires a Zoning Review Application for solar before the construction permit moves ahead, so build that step into the schedule.8,9

Historic districts

Hamilton Park, Harsimus Cove, Paulus Hook, Van Vorst Park and West Bergen-East Lincoln Park are local historic districts, and Hamilton Park is ringed by 19th-century brownstones. Photograph street-facing roof planes, since historic review can affect visible arrays.10,11

Waterfront flooding

During Sandy the Hudson overtopped its wall at Exchange Place and flooded large parts of downtown, including City Hall. Note flood exposure and where inverters, batteries and disconnects will sit.12

Roof slope and pathways

Low-slope roofs of 2:12 or less are exempt from the IRC PV pathway and ridge setback rules under DCA guidance, while pitched roofs need them, so measure every plane.7

Jersey City Division of the Construction Code Official

Enforces the UCC and issues permits and inspections centrally. Applications are filed on the city's online permitting portal as a construction permit plus building, electrical and fire technical cards, and the city asks applicants to allow 20 business days for review.13,9

Across the metro

Every New Jersey municipality enforces the UCC through its own construction office unless it has asked DCA's regional offices to do it. Newark's Office of Uniform Construction Code, for example, takes paper applications in person or by mail and schedules inspections through its online portal.14,15,16

Utilities and interconnection

PSE&G's service territory list includes Jersey City and every other Hudson County municipality, as well as Newark and the rest of Essex County.23

Public Service Electric and Gas PSE&G

The state's largest utility, with about 2.4 million customers including Newark, Jersey City and much of the northeast. Level 1 applications (up to 50 kW AC nameplate and 25 kW AC export) go in by email, and the UCC certificate of approval must be filed before PSE&G inspects and issues permission to operate.24,23,25

Export compensation. As of September 2026, New Jersey net metering credits exported kWh one-for-one against usage, banks any surplus month to month, and pays out leftover credits at the utility's avoided wholesale cost at the annual true-up. Net metered capacity passed the 5.8% statutory threshold in Energy Year 2024 and the BPU has studied successor options, but its May 2026 ADI order noted no new net metering developments. Separately, residential systems registered in the ADI program on or after July 27, 2026 earn $77 per MWh SREC-IIs for 15 years, down from $85.26,27,28

Do I need zoning approval before a solar permit in Jersey City?

Yes. Jersey City lists solar panel installation among the work that starts with a Zoning Review Application, filed only through the city's online portal, before the construction permit is reviewed.8,9

How long does Jersey City take to review a construction permit?

The city asks applicants to allow 20 business days for review, which matches the UCC rule that a complete application must be released or denied within 20 business days.9,17

Can I install solar on a house in a Jersey City historic district?

Possibly, but you need a Certificate of No Effect or a Certificate of Appropriateness from the Historic Preservation Commission before work starts. Check with the commission early, because visible rooftop work can draw closer review.10

Who handles solar interconnection in Jersey City?
