In Boston, Inspectional Services issues both a building permit and an electrical permit for solar. Homes of one or two units with systems under 20 kW use the short form, and triple-deckers and larger buildings use the long form. Eversource delivers power across the city, where part of the grid is an area network that can limit interconnection. Boston also enforces the Specialized energy code for new construction and major renovations.

2026NEC 2026National Electrical Code · effective Apr 24, 2026. The Massachusetts Electrical Code (527 CMR 12.00) now adopts the 2026 NEC with state amendments, effective April 24, 2026; the prior edition was based on the 2023 NEC. The applicable edition is tied to the date of the electrical permit application.^1,2,3

2021IRC 2021The 10th edition of the State Building Code (780 CMR), including the Massachusetts Residential Code, is built on the 2021 ICC codes and took effect October 11, 2024. The optional overlap with the 9th edition ended June 30, 2025.^4,5,6

NFPA 1-2021Fire code NFPA 1-2021The Massachusetts Comprehensive Fire Safety Code (527 CMR 1.00) is NFPA 1, 2021 edition, with state amendments, in effect since December 9, 2022. Its Chapter 11 covers rooftop PV access.^7,8

LOCALEnergy codeEach city or town uses the base energy code, the Stretch Code or the Specialized opt-in code (225 CMR 22 and 23). As of June 4, 2026, 60 municipalities had adopted the Specialized code, which carries solar-ready and on-site solar provisions for new construction.^9,10

Rooftop fire access. For one- and two-family homes and townhouses, 527 CMR 1.00 section 11.12.3.2 requires at least two 36-inch access pathways from gutter to ridge on separate roof planes, one of them on the street or driveway side, plus a 36-inch pathway serving each roof plane with panels. The ridge setback is 18 inches on each side when the array covers 33% or less of the plan-view roof area and 36 inches when it covers more.^8,7

Climate and site factors

Area network

Eversource warns that some parts of Boston and nearby areas, known as the Area Network, can be hard to interconnect. Its Simplified path there requires the system to be under 1/15 of the customer's minimum load, so confirm suitability early.^11,12

Triple-deckers and multifamily

Three-family buildings are Long Form permits in Boston and need stamped plans showing the array layout with safe emergency access, so capture roof dimensions, obstructions and access points carefully.¹³

Snow and wind

Boston's residential design values are a 40 psf ground snow load, a 30 psf minimum flat-roof snow load and a 120 mph ultimate wind speed.⁶

Specialized energy code

Boston adopted the Specialized opt-in energy code effective January 1, 2024. It applies to new buildings and major renovations and includes solar-ready requirements.^9,10

Solar needs both a building and an electrical permit. One- and two-family homes with systems under 20 kW can use the Short Form, which requires a structural engineer's report on the roof and a panel layout sketch. Three-family and larger buildings, or bigger systems, go through the Long Form with stamped plans showing emergency access. Only a Massachusetts-licensed electrician can apply for the electrical permit.¹³

Massachusetts-wide rules that still apply

State law requires every city and town to employ a building commissioner or inspector of buildings to enforce the state building code, so the local building department is the AHJ for each address.¹⁴
Zoning ordinances and bylaws may not prohibit or unreasonably regulate solar energy systems, except where needed to protect public health, safety or welfare (G.L. c. 40A, s. 3).¹⁵
Deed restrictions, covenants and similar property instruments that forbid or unreasonably restrict solar are void (G.L. c. 184, s. 23C), which limits what a condo or HOA document can enforce.¹⁶
SMART 3.0 (225 CMR 28.00) accepts applications for each calendar-year program period. For 2026, systems of 25 kW AC or less earn a flat $0.03/kWh ($0.06 for low-income), and DOER filed final revised regulations on September 11, 2026.¹⁷

Utilities and interconnection

Eversource delivers electricity in Boston, including to customers of the city's Community Choice Electricity program. Some nearby towns, such as Belmont, Braintree and Hingham, have their own municipal light plants.^18,19

Delivers electricity in Boston. Listed inverter-based systems of 25 kW AC or less can use the Simplified process in PowerClerk, with no application fee on radial circuits; area-network locations have tighter size limits and a fee.^12,18

National Grid (Massachusetts Electric) National Grid

Under its interconnection tariff (M.D.P.U. No. 1579, effective April 15, 2025), the Simplified process covers listed single-phase inverter systems of 15 kW or less and three-phase systems of 25 kW or less on radial circuits. Network locations are limited to 1/15 of the customer's minimum load.²⁰

Export compensation. Solar of 60 kW or less is a Class I net metering facility, and systems of 25 kW or less are exempt from the utility net metering caps. Monthly excess generation becomes a dollar bill credit that rolls over without expiring. DPU's example for an Eversource East residential customer in August 2024 was about 27.6 cents/kWh, covering supply, distribution, transmission and transition. SMART 3.0 pays a separate production incentive: $0.03/kWh in 2026 for systems of 25 kW AC or less.^21,17

What permits does Boston require for residential solar?

A building permit and an electrical permit from Inspectional Services. One- and two-family homes with systems under 20 kW can use the Short Form, which requires a structural engineer's report on the roof. Larger systems and buildings of three or more units use the Long Form.¹³

Who can pull the electrical permit for solar in Boston?

Only a contractor holding a valid Massachusetts electrical license, who also performs the electrical work.¹³

Can every Boston home interconnect solar with Eversource?

Most can, but parts of Boston are on Eversource's Area Network, where interconnection can be harder and the Simplified process caps system size relative to the customer's minimum load. Check the location with Eversource before design.^11,12
